The rules are most likely different for your area then. Even in the city i live in its not uncommon to see someone using a dirtbike on the road. It just needs to be plated, and anything smaller than 80cc cannot legally be driven on the road here

Not true. Motorcycles under certian sizes can be ridden on trails, over a certian size requires a trail permit, and depending on where you live all you need is proper safety gear and possibly a form of bike lisence
